The Law Enforcement and First Response (LEFR) is continuing education Tactical Emergency First Aid course offered through the National Association of Emergency Medical Technicians’ Pre-Hospital Trauma Life Support (PHTLS) program. This course was initially developed in collaboration with the Denver EMS, Denver SWAT, and NAEMTs PHTLS Committee. LEFR teaches public safety first responders (police, law enforcement officers, firefighters, and other first responders) the basic medical care interventions that can help save injured responder’s or victim’s lives until they can be assisted by conventional EMS. In addition to the patrol officer, this course is ideally suited to:
- Non-medical First Responders
- Medical First Responders - tactical operations are not in their primary responsibility
- Fire Service Personnel
- Allied Professionals
Upon successful completion of the course participants will:
- Understand the rationale for immediate steps of hemorrhage control (including external hemorrhage control, direct pressure and wound packing, early use of tourniquet for severe hemorrhage, internal hemorrhage control by rapid evacuation, and transportation to major hospital/trauma center).
- Demonstrate the competent application of a tourniquet to the arm and leg (typically in less than 20 seconds).
- Demonstrate the correct application of a topical hemostatic dressing (combat gauze).
- Describe the progressive strategy for controlling catastrophic hemorrhage.
- Describe appropriate airway control techniques and basic adjunct devices.
- Recognize the tactically relevant indicators of shock.
- Receive a nationally recognized LEFR Certification, accredited by the NAEMT and F1 continuing medical education (CME) credits by the Commission on Accreditation on Prehospital Continuing Education and administered by Southwestern College.

TECC - Law Enforcement Officers and First Responders (NAEMT TECC-LEO)
CA POST Approved Course 1102-21772-19
This new course is scheduled to be released by NAEMT in 2020 and will replace LEFR. It is an
8-hour classroom scenario-based skills course designed explicitly for non-EMS first responders and law enforcement. The course covers materials found in the 16-hour provider course at a level appropriate for first responders. It includes 4-hours of core content and a 4-hour additional module that addresses the needs of specific responders. Upon successful completion of the course, students receive an NAEMT TECC-LEO provider certificate valid for four years, 8-hours of CAPCE credit, and/or nine POST CPTs. This course includes skills stations, individual first aid kit (IFAK) familiarization, Hyper-Realistic
® trauma lanes, and a written test.

CALIFORNIA TACTICAL EMERGENCY FIRST AID/TRAUMA CARE - Law Enforcement and First Response - Tactical Casualty Care (LEFR)
The Law Enforcement and First Response Tactical Casualty Care (LEFR - sometimes pronounced “Leefer”) is a State of California Approved and UASI reimbursable California Tactical Emergency First Aid/Trauma Care course and exceeds all requirements for the State of California Commission on Peace Officer Standardization and Training (POST) for patrol officers (POST Plan-IV 1102-21772) and is approved by the California EMS Authority.
This course teaches first responders and allied professionals the basic medical care interventions, which can save an injured person’s life until they can be assisted by conventional EMS. It uses the principles of Tactical Combat Casualty Care (TCCC) and meets the recommendations of the Hartford Consensus documents and the Committee on Tactical Emergency Casualty Care (C-TECC) guidelines.
Tactical Casualty Care model courses presented by Strategic Operations, Inc. (STOPS) are supervised by National TCCC/TECC Affiliate Faculty. The LEFR-TCC (Tactical Emergency First Aid/Trauma Care) delivered by STOPS contains additional content, making the program compliant with certain provisions of the 2015 amendments to the California Code of Regulations under Title 22 and training standards set forth in various statutes as amended under AB 1598 (2014).
This course is 10 hours and delivered in 1-day.
